Summary of New Jersey Graduated Licensing Law

New Jersey has a three stage licensing process for minors.
  1. Student Learner Permit (at least age 16) We recommend our DriverEdToGo Video-to use during the Learner stage. Shows the parent how to teach collision-free driving habits and provides unique teaching tools (mirrors, checklists, videos, audio instruction series, etc.).
  2. Provisional License (at least age 17)
  3. Driver’s License (at least age 18)

Student Learner Permit
At least Age 16

Requirements
6 hour behind-the-wheel approved driving course.

Signature of parent/guardian for permit.

Proof name and age.

Pass vision & knowledge test.

High school principal or commercial driving school owner signs the permit.

Bring permit to MVS driver testing center to be validated for supervised practice driving.

A road test may be scheduled at this time. The earliest road test scheduled is 6 months from date of validation or 17th birthday, whichever is longer.

16 year olds who are not yet 17 must meet the following requirements:

Restrictions
Must be supervised by NJ licensed driver at least 21 with minimum 3 years licensed experience who sits in the front passenger seat.

Permit holders may not drive from 11:01 p.m. to 5 a.m.

Passengers are limited to one person plus anyone sharing the same residence (in addition to the supervising driver).

All occupants of the vehicle must wear seat belts or child restraints.

May not use any interactive wireless communication device while operating a moving vehicle except in the event of an emergency.

 
Provisional License
At least Age 17

Requirements
Teens 17 years or older must have successfully completed Permit stage with minimum 6 months supervised driving experience.

Pass road test.

Provisional License Restrictions

License holders may not drive from 12:01 a.m. to 5 a.m. unless they have a written waiver from their employer or religious authority. If at least 21 years of age, hour restrictions don't apply.

Passengers limited to 1 person, plus anyone sharing same residence. If provisional license holder or any passenger is 21 or older, passenger restrictions don't apply.

All occupants must wear seat belts or child restraints.

May not use any interactive wireless communication device while operating moving vehicle except in the event of an emergency.

A supervising driver is not required.
