VIRGINIA DRIVER LICENSE REQUIREMENTS AT-A-GLANCE:
Minimum Age for Learner Permit 15 years, 6 months
Learner Permit Holding Period 9 months
Minimum Age for Driver License 16 years, 3 months
Road Test Not required
Minimum Amount of Supervised Driving 45 hours, including 15 hours at night with a licensed driver who’s at least 21 years old (or 18 years old if supervisor is a sibling)
Unsupervised Driving Rules Any licensed driver under the age of 18 may not drive unsupervised between 12 midnight and 4am unless driving to/from work or a school-related event.
Passenger Rules Licensed drivers under the age of 18 may only carry one (1) passenger who’s under 18 during the first year of being licensed. After the first year, any member of your family may ride with you plus you may carry up to three (3) passengers who are under 18. Once you turn 18, these passenger restrictions are lifted
Other Any male under age 18 who applies for a learner's permit or driver's license in Virginia is automatically pre-registered with the U.S. Selective Service System.

Practice driving with your learner permit

Obtain driver license. After you have held your permit nine months, turned age 16 and 3 months and completed driver education, you will receive a notice that tells you when to appear in court for a licensing ceremony where you will receive your permanent driver license.
