California’s teen licensing process moves from driver education to supervised practice and then independent driving. You can apply for a learner’s permit at 15½ and qualify for a provisional driver’s license at 16 after meeting the state’s requirements.

For teens following the standard licensing path before age 18, driver education comes before behind-the-wheel training. California accepts an approved online program that meets the same educational requirements as its 30-hour classroom course. Applicants over 17½ have a permit exception, explained in the FAQs below.

Once you successfully finish, we send your DL 400C Certificate of Completion, often called the pink slip. Store it safely and bring it with you when you apply for your permit.
At 15½, after completing the applicable education requirement, you are eligible to apply for a California learner’s permit. Complete the driver’s license application and have your parent or guardian sign it. At your DMV visit, provide the required documents, pay the application fee, and pass the vision and knowledge tests.
Receiving your permit does not mean you can immediately practice with a family member. For the standard under-18 licensing path, a professional driving instructor must first validate your permit after your initial behind-the-wheel training. You can then practice with a qualified supervising driver. A learner’s permit does not authorize solo driving.
Before taking the driving test for a provisional license, you must:

Once you are at least 16 and have completed the permit holding period, professional training, and supervised practice, you are ready for the driving test. Passing qualifies you for a provisional license and independent driving, subject to California’s teen driving restrictions. The DMV issues a temporary paper license while your card arrives by mail.
During your first 12 months with a provisional license, while you are under 18, you generally cannot drive between 11:00 p.m. and 5:00 a.m. or transport passengers younger than 20 without qualifying supervision.
A licensed parent or guardian, a licensed driver age 25 or older, or a licensed or certified driving instructor can provide that supervision. Limited exceptions also exist for qualifying medical, school, employment, and family needs. These exceptions generally require signed documentation.
California generally prohibits holding and operating a phone while driving. Drivers under 18 face stricter limits: they cannot use a phone or electronic wireless communications device while driving, even hands-free, except for emergency purposes.
Under AB 413, you generally cannot stop or park within 20 feet of the vehicle approach side of a marked or unmarked crosswalk. The distance is 15 feet where a curb extension is present. Local authorities may establish different distances when legally authorized and properly marked. Review this rule as part of your permit preparation.
California requires proof of financial responsibility for vehicles operated or parked on public roads. Standard minimum liability insurance limits are $30,000 for injury or death to one person, $60,000 for injury or death to multiple people in one accident, and $15,000 for property damage. Keep proof of coverage in the vehicle.
