Summary of Oregon Graduated Licensing Law

Oregon has a three stage licensing process for minors.
  1. Permit (at least age 15) We recommend our DriverEdToGo Video-to use during the Learner stage. Shows the parent how to teach collision-free driving habits and provides unique teaching tools (mirrors, checklists, videos, audio instruction series, etc.)
  2. Provisional License (ages 16 - 17)
  3. Regular License (age 17 if has had Provisional License one year)

Provisional Class C Instruction Permit
Age 15

Requirements
Pass the knowledge test & vision screening.

Parent/guardian’s signature required.

Proof of identification.

Proof of school enrollment, completion or exemption.

Restrictions
Must have driver licensed for minimum 3 years & have someone at least 21 years old seated beside you.

 
Provisional Class C Driver License
Age 16 - 17

Requirements
Have held Oregon instruction permit for minimum six months

Verify at least 50 hours supervised driving experience & school or private driver education course OR verify 100 hours supervised driving.

Restrictions
NOTE: These restrictions apply until age 18 or provisional license successfully held one year; whichever comes first.

May not drive between midnight & 5 a.m.
UNLESS:

  • Driving between home & work.
  • Driving between home & school event for which there is no other transportation available.
  • Driving for employment purposes.
  • Accompanied by licensed driver at least 25.

First 6 Months
No passenger under age 20 who is not a member of your immediate family.

Second 6 Months
No more than three (3) passengers under age 20 who are not members of your immediate family.

 
Class C Driver License
At least age 17
Age 17 must have successfully held Provisional License for one full year.
